This is correct what [[user:WATTO|WATTO]] has stated. The list of files in the archive are first, followed by their data. Also the unknown 8-byte uint is the length of each file's filename. I've written a program that successfully lists and extracts files from a .stuff archive and it's working for any of the files used by EVE Online. I'm working on being able to create/modify .stuff archives now.

As to the most recent edit: Is it just me, or is there no real difference between the two format specs? Feedback appreciated...

No, the specs do seem different. The main difference is that in the new addition, these is a separate directory, whereas in the original specs the directory and the file data are intermixed.

For example, in the original specs the archive would look like this...
File 1 Details
File 1 Data
File 2 Details
File 2 Data
...
File X Details
File X Data

In the new specs, the format is as follows...
File 1 Details
File 2 Details
...
File X Details
File 1 Data
File 2 Data
...
File X Data

At least that is how it appears in the specs posted here - hopefully that helps understand the difference.
