Format Specifications

char {4}     - Header (LANG)
uint32 {4}   - Unknown (2)
uint32 {4}   - Number Of Language Strings

uint32 {4}   - String Offset (relative to the start of the string data)

char {X}     - String Data
byte {1}     - null String Data Terminator
byte {0-1}   - null Padding to a multiple of 2 bytes
